CGCA Executive Committee Meeting:
December 17, 2005

In attendance: Mark Pierzchala, president of CGCA; Jerry Leighton, vice-president of CGCA, Barbara Marinelli, secretary of CGCA; Jan Martin, treasurer of CGCA. The meeting started at 7:00pm.

Mark presented a summary of the meeting held on December 16th with City of Rockville personnel. He explained that he asked for the meeting with city officials because he was surprised at the December 12 Mayor and Council meeting at City Hall to hear the DPW propose a pond as part of rainwater management for the College Gardens Park. In addition, Mark expressed concern over the DPW's dismissing of the LID program that was developed as a prototype for the community this past summer and fall; concern about the lack of public notification for the city's November 2 meeting at the Senior Center for rain water management that conflicted with a long-scheduled public meeting of CGCA; and dismay because of the lack of sense of partnership in interactions between the Association and the city. Mark will speak at the December 19 Mayor and Council meeting on behalf of the association Monday night where he will question the above actions.

Jerry gave some history of the dispute that arose several years ago between the Association and the city and Mark added what he had learned while secretary of the organization during some of that period.

Mark proposed that the CGCA be prepared to conduct its own survey to determine the present mindset in the College Gardens community toward a possible Storm Water Management facility and a newly configured park. The survey would be conducted in such a way as to fairly present both sides of the issue to neighbors. This proposal was given unanimous approval by the Executive Committee including authority to spend up to $500.

The meeting was adjourned at 8:00pm.

Post-meeting note: The CGCA will spend the $500 on a survey only if necessary. There is a possibility that the City will work with the CGCA to conduct a survey that is acceptable to the community with the City providing the funding. Many details would need to be worked out as to the content and method of conducting such a survey.
