SWM Approval Process:

Received January 18, 2006, from Marylou Berg, Assistant to the City Manager. This was provided to the CGCA at our request.
EXPECTED REVIEWS AND APPROVALS FOR COLLEGE GARDENS SWM PROJECT
Preliminary Approvals and Permits - City
- Natural Resources Inventory/Forest Stand Delineation (NRI/FSD) - provides a base map of the existing park, including natural features, trees, and topography
- Mandatory Referral Review – review of site plan by various City staff. Mandatory Referral is process for public project similar to Use Permit - may also be reviewed by Planning Commission
- Stormwater Management Concept – approval of conceptual SWM method and layout by Public Works concurrent with Mandatory Referral review; SWM details not approved until SMP stage
Detailed Engineering Approvals - City
- Sediment Control Permit (SCP) review/permit issuance from Public Works for any grading or disturbance
- Forest Conservation Plan (FCP) and compliance with Forest Tree Preservation Ordinance - plan to save and protect existing trees and landscape - approved by City Forester. Concurrent with SCP review.
- Storm Water Management (SMP) review/permit issuance from Public Works for SWM pond and/or stream restoration
- Public Works Permit (PWK) review/permit issuance from Public Works for storm drain modifications and any work or construction entrances in public streets
- Building Permit (BLD) review/permit issuance from Inspection Services Division for any building or structure with a foundation. (ISD also issues Electrical, Mechanical permits).
Approvals and Permits – Outside Agencies
- Maryland Dept. of the Environment/Army Corps of Engineers – joint permit for construction in wetland/waterway/waters of the U.S. – applies to work in College Gardens tributary’s stream, wetlands or wetlands buffer and to work on College Gardens Park pond
- Natural Resources Conservation Service (formerly Soil Conservation Service) – approval of any modification to College Gardens Park pond and/or dam.
- WSSC permit required for any plumbing hookups needed. Also will apply if any public water or sewer lines are affected by proposed work
Reviews Only
- Review of overall site plan during Mandatory Referral by City's Development Review Committee (various City staff)
- Review by Recreation and Park Advisory Board (recommendation to Mayor and Council)
- Review by Commission on the Environment related to watershed management efforts
City Capital Improvement Program (CIP) steps
- Budget Authorization for design and construction by City Manager (CIP project already created)
- Budget Appropriation Approval for design and construction by Mayor and Council (CIP project already created)
- Status reports to City Manager and Mayor and Council during design. Design will be done through City’s ongoing consultant
Requirements Contract using money in current CIP project.
Construction project inspection by Public Works (for SWM pond, stream restoration, storm drain, grading and sediment control); and Inspection Services Division (for buildings)
- Approval of construction contract by Mayor and Council (if more than $100,000)
- Construction project management by Recreation and Parks (for parks layout and features); Public Works (for SWM pond, stream restoration, storm drain, grading and sediment control)
- Outside agency inspections – MDE (wetland/waterway construction permit); WSSC for any related permit
