The CGCA Plan on Storm Water Management
May 17, 2006

Dear Neighbor,
The College Gardens Civic Association (CGCA) has spent 6 months working with City staff on the issue of a stormwater management pond in College Gardens. Now that this fact-gathering phase is coming to an end, it is crucial that neighbors express their opinion at this time. Here is how this will be done.

1. On May 22, at a meeting with City Staff, a consultant, and others, the CGCA will learn which of various possible SWM facility locations (lower part of the park, upper part of the park, and forest preserve) are technically possible. The CGCA will also learn about impacts and other information about each possible location.

2. On May 23 or 24, the CGCA will mail a confidential survey to households in the neighborhood. It will ask opinions about any possible SWM location that has not been technically ruled out as well as some other SWM-related questions. It will include essential information about each location so that neighbors can provide an informed opinion. Survey results will be presented at the June 5 CGCA membership meeting.

3. On June 5, at 7pm, there will be a general membership meeting of the CGCA. The members will discuss the SWM survey results. Resolutions will be presented at the meeting based on the survey. By bylaw, the votes at the meeting will determine the position of the CGCA on Storm Water Management.

It is extremely important that there be a large turnout at the June 5 meeting. This will prevent any small faction from bending results to its agenda. Second, anything short of a large attendance will be interpreted by the City as a sign of indifference leading to carte blanche to do anything they please to the park.

Yours Sincerely,
Mark Pierzchala
President, College Gardens Civic Association
