Task Force Meeting

The meeting opened with a discussion of the September 21, 2006 public meeting, which was held at the Rockville Senior Center to present the proposed concept plan for the park and pond redesign. It was generally agreed upon that the public meeting went well, that neighbors seemed to like the proposal and that the meeting presentation and venue were well received.
All meeting comments were forwarded to the members of the task force for review. Several of the comments contained questions.
Action item: it was decided that the questions would be compiled and answered and posted on the City’s website. The questions and answers will also be available to be posted on the CGCA website. Marylou Berg to coordinate this effort.
A chart of the review and permitting process was handed out to the group. The chart describes how long each step should take in months.
There was a general discussion about the process used to hire a consultant. The City would like to continue with the services of CPJ consultants and John Slater. Cost estimates were received from both consultants and the City will now work to eliminate duplication and decide which funding sources will be used for each item. Generally, the Stormwater management fund will be used for all activities related to the pond, including park items that are displaced, and the City’s general fund will cover park expenses.
Staff will bring a mid-year budget appropriation to Mayor and Council so that funds can be appropriated, allowing for the final design to continue uninterrupted. The construction costs of the park and pond are expected to be part of the City Manager’s recommended budget, which is due in March.
The Task Force discussed next steps for public involvement. It was decided that a future public meeting may take place to bring the park and pond final design back to the neighbors. At that same meeting, design details will be discussed. Staff will hold Task Force meetings to discuss details that may prove to be controversial, such as lights on the basketball court.
The next task force meeting date has not been set.
