On March 26, 2007, City of Rockville Staff presented the proposed Fiscal Year 2008 budget to Mayor and Council. In this budget, money is proposed for the College Gardens Pond and Park project in the sum of 1.9 million dollars. The money comes in part from the CIP budget, and in part from the Storm Water Management (SWM) budget. This budget item is mentioned in at least the following documents:
The budget presentation by Stacey Tate mentioned this project as one of the FY 08 major projects, on its own line, on page 19 of her Power Point presentation.
The Proposed Capital Improvements Program, page 36, lists an expenditure of $933,573 through FY 08 under the Recreation and Parks program area. This includes the $45,000 approved in Fiscal Year 2007 budget amendment for design, leaving $888,573 to come from the CIP fund.
The Proposed Capital Improvements Program, page 101, lists an expenditure of $1,338,500 through FY 08 under the Water Resources program area. Of this total, $373,500 comes from prior year appropriations, leaving $965,000 to come from the Storm Water Management fund in FY 08.
Doing the math, $888,573 + $965,000 = $1,853,573. It is worth noting that Montgomery County saves about $800,000 in the construction of the new College Gardens Elementary School by being able to use the new SWM pond for its stormwater quantity control as opposed to building an underground facility to handle this requirement.
City process: The budget ordinance will be formally introduced on April 9, 2007. Two budget hearings will be held on April 16 and April 23. Budget work sessions will be held April 30 and May 7. The budget will be adopted on May 21. The budget will go into effect on July 1, 2007.
If College Gardens Pond and Park money stays in this budget, the construction would probably start sometime in 2008.
